Profile / Qualifications

Qualifications and Skills
(1) A Master’s Degree or equivalent in anthropology, sociology, public health or development studies, management, education or a discipline related to the issues covered in the project;
(2) An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage;
(3) Experience in the management of an international team of experts of different technical backgrounds;
(4) Organisational, communication, mobilisation and change management skills;
(5) Ability to develop solid partnerships with high level officials in order to achieve project results;
(6) Excellent negotiation and presentation skills; and
(7) Ability to analyse complex situations and be solution-oriented.
General professional experience
(1) A minimum of 15 years professional experience, with 10 years experience in developing countries, particularly in the Asian region; and
(2) At least 5 years experience in a managerial position.
Specific professional experience
(1) At least five (5) years of work experience of working/interacting with indigenous peoples and other vulnerable and disadvantaged communities and particularly concerning health issues;
(2) Experience of at least 10 years in institutional development and capacity-building including needs assessment and design of capacity-building interventions for indigenous peoples in the health sector or for capacity building of indigenous people's organisations;
(3) Experience in working in a decentralised context;
(4) Familiarity with indigenous peoples in Mindanao would be an advantage
(5) Familiarity with the Indigenous Peoples Rights Act (IPRA) and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP);
(6) Experience in community organising, conducting/facilitating trainings and consultative processes for capacity development in the social context; and
(7) Experience in managing EU-funded projects and knowledge of EU procedures would be an advantage.
The expert is expected to work in the beneficiary country 100% of the working days stated.

Profile / Qualifications

Qualifications and skills
(1) A Medical Degree or equivalent with specialisation in public health or maternal and child health and nutrition or related field;
(2) An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage;
(3) Organisational, communication, mobilisation and change management skills;
(4) Ability to develop solid partnerships with high level officials in order to achieve project results;
(5) Ability to work in a diverse cultural environment with a good team spirit; and
(6) Ability to analyse complex situations and to describe them in a clear and unambiguous manner and to propose possible solutions.
General professional experience
(1) A minimum of 10 years professional experience, with at least 6 years experience in developing countries; and
(2) At least 5 years experience in project management and implementation.
Specific professional experience
(1) At least 3 years of experience of working in the area of health services for indigenous people.
(2) Experience on devolved health systems;
(3) Knowledge of the Philippines' Universal Health Care framework and its strategy on Maternal, Neonatal and Child Health Nutrition (MNCHN) would be an advantage; and
(4) Experience in managing EU-funded projects and knowledge of EU procedures would be an advantage.

Project Description
• D'évaluer le niveau global de mise en Œuvre des activités du projet,
• d'analyser chacune des actions en termes de pertinence, d'efficience et d'efficacité, et de faire des recommandations d'amélioration
• De formuler des recommandations pour le développement futur du réseau de surveillance, I ‘intégration de la surveillance en santé animale, la formation au long cours d'épidémiologistes d'intervention.

Epidémiologiste d'intervention (surveillance, veille sanitaire, réseau, formation).Les experts auront au minimum 5 ans d'expérience dans les PED et dans les domaine cible, francophone

Job description / Tasks
1) Evaluer les accomplissements du projet au niveau des objectifs, des résultats et des impacts, se référant aux indicateurs du cadre logique
2) Analyser la pertinence, I ‘efficacité, et I ‘efficience, des actions projet au regard de:
• La mise en place d'un Unité de Veille Sanitaire, de son fonctionnement, de son organisation et de son intégration au sein de la COl
• La mise en réseau des responsables de la surveillance épidémiologique et de la veille sanitaire
• L'échange d'information sanitaire et épidémiologique entre les Etats Membres de la COl
• La mise en réseau des laboratoires
• Le programme de formation régionale en épidémiologie d'intervention. Le développement de liens avec les services vétérinaires, de la lutte anti vectorielle, l'lnstitut Pasteur de Madagascar, le Centre Hospitalier Régional de la Réunion
• Le renforcement institutionnel des structures en charge de la surveillance épidémiologique et de la veille sanitaire
• Le renforcement des capacités d'action et de communication des services en charge de la surveillance et de la veille
• Le renforcement des moyens de confirmation biologique des épidémies
3) Examiner I ‘approche et le dispositif de mise en 02uvre et en particulier les arrangements institutionnels pour son exécution et les conventions de rétrocession, les systèmes de coordination et I ‘efficacité de I ‘assistance technique
4) Evaluer le degré de satisfaction des bénéficiaires : Services de surveillance des Ministères de la Sante, Laboratoires Nationaux de Reference, Commission de l'Océan Indien, partenaires régionaux (Institut Pasteur de Madagascar, CIRE Océan Indien ... )
5) Analyser I ‘intégration du projet dans I ‘environnement régional et sa complémentarité avec les projets de sante publique en 02uvre dans le sud-ouest de l'Océan Indien (OMS, IPM, autres bailleurs). Analyser la contribution du projet aux actions de I'OMS dans la région.
6) Synthétiser les leçons des et les meilleures pratiques tirées du projet, formuler des recommandations pour le développement futur du réseau de surveillance et sa pérennité, pour I ‘intégration de la surveillance en santé animale et pour le développement
• des formations d'épidémiologistes d'intervention qui devront être retenus pour L’étude de faisabilité d'un nouveau projet intervention
